Step #3: On the right, under "HTTPS" -> "HTTPS Availability" select Yes. After that HTTPS Availability will be under processed. It will take time to being activated.

Step #4: This is an optional step. After activating HTTPS visitors will able to visit your site through both HTTP and HTTPS. But if you select Yes under "HTTPS" -> "HTTPS Redirect" then when people visit your blog through HTTP then it will automatically redirect to HTTPS.
